FMCSA’s FY 2019 Driver Inspection Data is Showing an Elevated Driver Out-of-Service (OOS) Rate

Despite a reduction in hours of service violations resulting from increased ELD use, the driver OOS rate is slightly elevated through February 22, 2019 (the most recent data available). The driver OOS rate thus far for FY 2019 is 4.91% compared to 4.79% for all of 2018. Nearly 60,000 drivers have been placed out of service, and the most commonly cited driver OOS violation is operating without a CDL.
